Shailabala Women’s College

shailabala womens college

Shailabala Women’s College, Cuttack, is one of the oldest and most renowned colleges for women’s education in the country, where generations of Odia girls have received education and enlightenment with which they have shaped the form and destiny of the state and the nation. The college owes its existence to two of the foremost pioneering spirits of Odisha, Utkal Gourav Madhusudan Das and his adopted daughter, Miss Shailabala Das. Situated near the holy shrine of Goddess Katak Chandi, the majestic college building stands imposingly on mission Road, the silver city of Odisha.

Shailabala in an age where women were marginalized, was in the forefront of a movement for women’s social, cultural and educational uplift and empowerment. She was a member of the Board of Education, constituted by the Government of Bihar and Odisha in 1912, to look into the problems of education in odisha. Miss Shailabala Das and Mrs. Banks represented Odisha at the Board meeting in Ranchi, where the opening of an intermediate college for women was recommended. Accordingly, intermediate classes started functioning in the premises of Ravenshaw Girls’ School in the year 1913. In 1917, both the school and college shifted to a new locality in Choudhury Bazar.

The intermediate women’s College was raised to the status of a first grade degree college only in 1946. The college having no separate building of its own functioned within the Ravenshaw Girls’ High School with lot of difficulties, the college classes could be held only during the morning hours. As a way out, Miss Shailabala Das in 1952 offered the residential building of Late Utkal Gourava Madhusudan Das along with the premises as a gift to accommodate the Women’s College. In the same year the college was shifted to the hallowed space of the residence of Utkai Gourava Madhusudan, the architect of modern orissa. The residence has been sanctified by the visit of Mahatma Gandhi, the father of the nation. Subsequently Madhu Mandir, the residential quarter of Miss Shailabala Das was sold to the government to be used for the college.

To make the college adaptable to the needs of an academic institution for higher education, a new block of rooms adjoining
Madhu Smruti was built by the authorities. The University Grants Commission provided financial assistance to construct a new three-storied block, which now accommodates the library and the study room for the students. A hostel with a capacity to house one hundred boarders was built in 1959 on a newly acquired piece of land. Now the college has three different hostels for the students.

in 1962 on the northern side of the public road opposite the college building, a piece of land was acquired which enabled the authority to construct a new block to accommodate the science faculties. Pre-university Science and Pre-Professional Science classes started in 1962 and 1963 respectively. Pass classes in Bachelor of Science started in 1966 and Honours classes in Science started in 1973-74.

In addition, a +2 vocational college has been functioning as part of the college, thus enabling students to learn vocational skills and equip themselves for various trades and professions.

The college witnessed another landmark in its academic progress when Post-Craduate course in Home Science was introduced in 1982-83. Post-Graduate classes in History and Sanskrit which began in 1993-94 were certainly another big stride in its academic leap forward, with the introduction of Honours in Computer Science in 2000-2001, the college has updated itself with the latest developments in information Technology and computer Education.

The college found relief with acquisition of a sizeable tract of land adjoining the college building on its western side and now there is ample space for expansion of its faculties and building. The land has been used to prepare a two hundred meter track. The newly constructed auditorium will facilitate to organise meeting, seminar and to conduct examinations in the college.

The campus is replete with memories of the epic endeavour of Utkal Gourava to find for Oriyas an identity and an honoured place. It continues to be a place of pilgrimage for patriotic souls. Pandit Jawaharlal Nehru, the first prime minister of India visited the college to unveil the statue of Madhusudan Das on the campus. Influenced by the spirit of Shailabala Das the college has a long history of success. The college has been awarded ‘A’ grade by the NAAC (National Assessment and Accreditation Council) of the University Grants commission. At present, the college has 2000 students on its rolls. Now it imparts education at the higher secondary, undergraduate and postgraduate levels attracting students from different parts of Odisha and the neighbouring states.

SVM Autonomous College

SVM Autonomous College

The idea of starting a college in this place, although cherished in the mind of many educated and well-placed persons of the area for a long time, was given a definite shape during 1957. Early in 1958 a public meeting attended by most of the M.L.A.s., M.P.s and leading persons of the area was held under the Presidentship of the then Union Minister Sri Nityananda Kanungo, where a committee was formed to collect funds and organise for the opening of a college. Dr. P. Parija, the then Vice-Chancellor of Utkal University and Sri Sripati Nanda, I.P.S. (Retd.) were elected as President and Secretary of the committee respectively. In another meeting in December, 1958, the present site, where the college stands today, was selected for the purpose and in a ubsequent meeting in 1959, the Secretary was authorised to acquire this area of about 37 acres by way of registered sale or gift-deeds. In a meeting held in January, 1962 at Dr. Parija’s residence at Cuttack, it was unanimously resolved to request Sri Biren Mitra, the then Deputy Chief Minister of the state and an inhabitant of this area, to act as President of the College Committee, to empower him to nominate other members of the committee. The Governing Body was thus constituted and worked under his direction. The Governing Body has since been reconstituted as per the statutory provision of Utkal University Statutes and Govt. of Orissa in the Department name of Higher Education.

The authorities then concentrated on the construction of the present Science Laboratory block which according to the master plan was proposed to be one of the four such buildings for the college hostels. The foundation stone of this block was laid by Sri Pabitramohan Pradhan, the then Minister of Education, Orissa on 11-2- 1963 and the college continued to function in the building till April, 1968. In a meeting held on 5-5-1967 presided over by Dr. H.K.Mahatab, Sri Pabitramohan Pradhan, the Deputy Chief Minister and Education Minister of Orissa laid the foundation stone of the main college building. After the construction of the western wing of the ground floor, the Arts classes, the Administrative section and the Library were shifted to the adjacent block from July, 1968. The College library is shifted to a new block of plinth area 5861 sq.ft. w.e.f. the session 2002-2003 named as Sripati Library. The institution has also constructed a double storied building with Gallery provision for science classes.

Affiliation was granted by Utkal University to open Science classes with Physics, Chemistry, Mathematics and Biology from the academic session, 1963-64. The college was formally inaugurated by the then Deputy Chief Minister Sri Biren Mitra on 25-7-1963. That year the college had a strength of 64 students in Pre-University Science class (Subsequently raised to 80) and five members of the teaching staff. During the session, 1964-65 the CoIlege was affiliated in Arts at the, Pre-University stage and in Science at Pre-Professional stage. The students strength that year went upto more than 360 and the staff strength to 16. During the session, 1965-66 the college was granted affiliation in Arts at the 1st year degree stage and in 1966- 67 at the final degree stage. The college had developed to a fulfledged degree college with teaching facilities in Arts, Science and Commerce in degree stage. Teaching facilities were provided at the Honours in Physics, Chemistry and Botany in the Year 1973. Affiliation was granted for Honours classes in English, Oriya, Economics, Pol.Science, History and Mathematics between 1969 and 1972 and Honours classes in Zoology in 1975, and Sanskrit in 1978. Education and Philosophy in 1980 and Commerce 1981-82.

Quarters have been provided for the Principal and some members of the staff (both teaching and non- teaching) in the college premises. Besides the college has two hostels for men students, one for women students and one building for the N.C.C. The College has a magnificant auditorium with sitting capacity of 1000 named as Biju Pattanaik Auditorium.

The growth of the college to its present shape has been made possible because of the donations received from the generous public, some eminent public figures from U.G.C. and the students from time to time.

The college has thus grown from strength to strength with its sprawling buildings and an affiliated strength of 3600 students (including more than 1000 women students) and 110 members of teaching staff with honours teaching facilities in all faculties of Arts, Science and Commerce.

The College celebrated its Silver Jubilee a week long function during the academic session, 1991-92 in a grand manner with full participation and involvement of members of the Governing Body, members of the staff of the college, students and old students of the college and local people.

The College has been accredited by NAAC from the session 2005 for 5 years with B+ Grade.

The University grant Commission has conferred Autonomy on the college from the session 2006-07.

Panchayat College Bargarh

Panchyat College,Bargarh

A brief history of the College

The long cherished dreams of the people of Bargarh came true with the emergence of a new college on the educational map of Orissa at Bargarh in 1960. The credit for the same goes to the untiring efforts of a number of enthusiastic gentlemen of Bargarh led by the then Sub-divisional Officer late Sri Radhamohan Mohanty. The response of the people from every nook and corner of the then Bargarh Sub-division was overwhelming and spontaneous .Donations and contributions poured in all forms – cash, kind as well as land from the rich and the poor. The contribution of various Panchayats within the then Bargarh Sub-division for the establishment of the college, and subsequently for its smooth running was especially noteworthy. Hence, the college was named as Panchayat College Bargarh.Considered as the rice-bowl of Orissa, Bargarh is a fast growing industrial town with major industrial units like Cement Works , Sugar and Spinning Mills and world famous Sambalpuri Bastralaya, with a rich cultural heritage manifested in the longest and largest mythological open-air opera in the world named Dhanu Yatra. The National Highway No6 and NH 246 passing through Bargarh and the railway line connecting it with Raipur-Vizag main line at Titilagarh along with Kolkata-Mumbai main line at Jharsuguda and ensures good communication to the major cities and towns of not only Orissa but also those of India.

It is the first ever college in Orissa to have started teaching from the first year of its inception in its well-furnished building. The original building of the college was formally inaugurated by Utkal Kesari Dr. Hare Krushna Mahatab, the then Chief Minister of Orissa, on 5th July, 1960. As most of the students come from villages, hostel facilities were provided right from its inception.Away from the din and bustle of Bargarh town, the college is situated at its southern extreme. The college campus extends over an area of more than 40 Acres. The trees surrounding the college provide a natural lap to the student joining the college with an urge to learn. The long lines of Eucalyptus trees take the pressure off teaching from students and classrooms. Thanks to Hirakud waters, the sight of lushly green paddy fields on both sides of the road leading to the college, even during the summer, is quite soothing. In short, the natural environment of the college is most congenial to serious studies.

The college was initially affiliated to the Utkal University for teaching of Arts and Science at the intermediate stage in 1960. Bargarh, being a major commercial centre of Orissa, the necessity for teaching Commerce was felt strongly and appropriately enough in the second year of inception of the college teaching facilities in Commerce were provided. The college had the credit of turning out the first batch of Arts and Science graduates in 1964 and Commerce graduates followed the very next year.

With the establishment of Sambalpur University on 1st January 1967, the college got naturally affiliated to Sambalpur University in place of Utkal University. In course of its journey towards academic ascendancy, Honours level teaching in various Arts subjects began in 1968. Next year, the collage created history in Orissa by having Honours in Commerce. Honours teaching in Science subjects were provided first in 1969. Presently, the college provides Honours in almost all the major subjects in Arts, Science and Commerce.A turning point in the history of this college was the 9th March, 1971, when it was taken over by the Government of Orissa from Private management. Higher Secondary (Plus Two) Classes, affiliated to CHSE, Orissa, have been opened in this college since 1983-84 session and Three Year Degree Classes were started from the session 1985-86.

In its journey towards the academic peak, the college scaled another height with the beginning of Post-Graduate teaching in Commerce and Oriya in 1988 and 1990 respectively. From the session 1992-93 Post-Graduate teaching in Political Science and mathematics has been introduced.Commensurate with the increasing strength of the students and classes ever since its inception, expansion in collage building and hostel facilities has been taking place. However, much more remains to be desired in this respect. In view of its size and importance, Government of Orissa under a new scheme has selected this college as a ‘Lead Collage’ in 1990.With effect from 2001-2002, the +2 wing of the collage was separated from the Degree and P.G. wing by virtue of Government order No. 2941 dt. 18-5-2001. Consequently, the +2 wing of the collage is now called the Panchayat Junior College and the other wing is Panchayat Collage, a Government Lead Collage. The classes of both the collages are held in the same building at different times. The Principal, Panchayat Collage also exercises full administrative control over Panchayat Junior CollageA Women’s Hostel with 25 seats was established in 2005 to facilitate women students for perusing their higher studies. The National Assessment and Accreditation Council of UGC under the Ministry of Human Resources Development of Government of India visited this College in February 2006 and this College was accredited as A Grade “B+” College. Government of Orissa in The Department of Higher Education has been pleased to declared this College as Autonomous vide their GO No: —- dated……… & the final conformant of fresh autonomous status by UGC is awaited.
